Child Care Predevelopment Grant Program

The Vermont Community Loan Fund Pilot Child Care Predevelopment Grant Program, created in 2006, with a Grant from Vermont Community Development Program, assists new and existing child care business with predevelopment costs to start or expand a child care business to expand the supply and improve the quality of care available to Vermont families.

Fund use may include but is not limited to costs associated with

  • Predevelopment to include Engineering, Architectural, Permitting, Surveying, etc.
  • Technical Assistance to include Financial Planning, Market Assessment, Credit Counseling, Facility Design, Feasibility

Basic Eligibility:

  • For-profit or private non-profit operations, licensed or registered in the process of becoming licensed, within the counties of Caledonia, Essex, Orleans, Washington, and the towns of Orange, Washington, and Williamstown in Orange County, Vermont.
  • Projects that serve or will serve children receiving child care subsidy assistance.
  • Projects in which at least 51% of those served represent or will represent families earning less than 80% of the HUD Median Income for their county of occupancy.
  • Projects in good standing with no history of substantial non-compliance with Vermont child care regulations.
  • Projects in compliance, or in process of complying, with all applicable local, state, and federal zoning, accessibility, environmental, and other laws and regulations.
  • Projects with a Child Development Division licensing history of compliance.
  • Projects that serve or will serve a minimum of 12 children.
  • Requests that do not exceed $15,000.

Program Priorities:

In addition to the above eligibility criteria, programs with the following will be given greater consideration:   

  • Full-day, full-year operations.
  • Comprehensive operations that integrate services with other programs and services.
  • Operations that will create supply in the areas identified above
  • Creation of infant/toddler slots
  • Programs where 60% or more of their total enrollment population receives some level of subsidy funding
  • Programs that are nationally accredited and/or participate in the STARS program
  • Programs that can demonstrate local needs with supporting evidence

Ineligible Projects

  • Public schools *
  • Costs already incurred.

*Public schools collaborating with a community based, non-public school program are eligible to apply.

  • Incomplete applications will not be accepted.
  • Applications are available here , or upon request by contacting Barbara Petrie at 223-4425. Application packages should be mailed to Hope L. Campbell, Director of Child Care Programs, Vermont Community Loan Fund, P.O. Box 827, Montpelier, VT 05601.

Decision Making Process

  • All applications will receive written notification acknowledging receipt of their application.
  • Decisions will be made as soon as possible, within 90 days.

Monitoring

  • Successful applicants will execute an agreement outlining the conditions of the loan/grant.
  • Awardees are required to report on the status of their program and project for up to 3 years from funding.
